Amid accusations of genocide from the West, China policies could cut millions of Uyghur births in Xinjiang — report

BEIJING  Chinese birth control policies could cut between 2.6 to 4.5 million births of the Uyghur and other ethnic minorities in southern Xinjiang within 20 years, up to a third of the region’s projected minority population, according to a new analysis by a German researcher. 

The report, shared exclusively with Reuters ahead of publication, also includes a previously unreported cache of research produced by Chinese academics and officials on Beijing’s intent behind the birth control policies in Xinjiang, where official data shows birth rates have already dropped by 48.7% between 2017 and 2019. 

Adrian Zenz’s research comes amid growing calls among some western countries for an investigation into whether China’s actions in Xinjiang amount to genocide, a charge Beijing vehemently denies.

APEC ministers pledge to expedite transit of COVID-19 vaccines, related goods

MELBOURNE/WASHINGTON – Ministers from the Asia-Pacific trade group APEC on Saturday agreed to review trade barriers and expedite the cross-border transit of COVID-19 vaccines and related goods, but stopped short of a broad commitment to remove tariffs.

A meeting of trade ministers from the 21-economy group, which includes the United States, China and Japan, also produced pledges to support World Trade Organization negotiations for an intellectual property waiver on COVID-19 vaccines.

In three statements issued after the meeting, the ministers said they would “expedite the flow and transit of all COVID-19 vaccines and related goods through their air, sea and land ports.”

“We will consider voluntary actions to reduce the cost of these products for our people, particularly by encouraging each economy to review its own charges levied at the border on COVID-19 vaccines and related goods,” one statement said.

Banks bulk up in Hong Kong as China business overshadows politics

HONG KONG  Some global banks, funds and other financial services providers say they are stepping up hiring in Hong Kong, in a sign the city’s unique position as a financial gateway to China is outweighing concerns about Beijing’s tightening grip over it.

Illegal fishing, lack of training are major concerns of fisherfolk, says policy paper 

Fisherfolk need to be trained and guided more closely by local and national government agencies to properly enforce sea patrols, manage protected areas, and implement harvest control, according to a policy paper. Findings showed that lack of training and coordination made it hard to address issues like illegal, unreported, and unregulated (IUU) fishing. 

“If they’re not given proper training and understanding of coastal resource management, they won’t be able to participate and recommend policies,” said Dr. Noemi S.B. Lanzuela, national stock assessment program coordinator of the Bureau of Fisheries and Aquatic Resources (BFAR) in Region V, in a virtual congress for Fisheries and Aquatic Resource Management Councils (FARMCs).

Malaysia’s AirAsia X gets shareholder go-ahead for restructuring plan 

KUALA LUMPUR  AirAsia X Bhd. shareholders have approved the Malaysian budget airline’s debt restructuring, it said on Tuesday, allowing it to pursue a scheme it viewed as key to survival. 

Shareholders of the long-haul affiliate of AirAsia Group Bhd. approved all resolutions at an extraordinary general meeting, including a rights issue and a share subscription for new investors to raise 500 million ringgit. 

AirAsia X last October proposed restructuring its 64.15 billion ringgit ($15.6 billion) debt into a principal amount of 200 million ringgit and having the rest waived. 

The airline said in a separate statement that the resolutions were passed with at least a 99.8% margin, and marked a major milestone in its restructuring progress.
