Duterte extends ECQ in Metro Manila, nearby provinces

Philippine President Rodrigo R. Duterte extended the stringent lockdown enforced in the country’s capital and nearby provinces until April 11, in an attempt to curb a renewed spike in coronavirus infections.

The Health department on Saturday reported 12,576 new coronavirus disease 2019 (COVID-19) cases, putting the healthcare system under a further strain.

The implementation of an enhanced community quarantine in the National Capital Region (NCR) and the provinces of Bulacan, Rizal, Laguna and Cavite will be extended by another week until April 11, presidential spokesman Herminio L. Roque, Jr. said in a statement.

The week-long hard lockdown, which the President declared last week to address an unprecedented spike in coronavirus infections in the greater Manila area, was to originally set to end on April 4.

The ECQ will be coupled with a strict enforcement of the so-called “prevent, detect, isolate, treat and reintegrate (PDITR) strategy,” Mr. Roque said.

BSP sees March inflation at 4.2{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} to 5{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af}

THE central bank continues to see inflation breaching the target range in March, as oil prices rose and the peso weakened against the US dollar.

Headline inflation during the month likely settled within 4.2{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} to 5{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af}, Bangko Sentral ng Pilipinas (BSP) Governor Benjamin E. Diokno said in a Viber message to reporters. This is still beyond the 2-4{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} target set by the BSP.

The BSP’s point inflation projection for March is 4.6{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af}, which, if realized, will be a tad slower than the 4.7{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} print in February but higher than the 2.5{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} a year ago.

Mr. Diokno said the hike in oil prices as well as the peso depreciation could drive the uptick in inflation.

Global oil prices have risen on the back of a widely anticipated recovery in demand as the world economy shows signs of recovery.

Bank lending shrinks for third straight month in February

CREDIT extended by big lenders continued to shrink for a third straight month in February despite faster liquidity growth, reflecting that risk aversion and dampened demand amid the pandemic.

Outstanding loans by universal and commercial banks dropped 2.7{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} to P8.936 trillion in February from a year earlier, preliminary data from the Bangko Sentral ng Pilipinas (BSP) showed. This is steeper than the 2.5{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} contraction in January and marked the third consecutive month of annual decline in lending activity.

Inclusive of reverse repurchase agreements, bank lending fell 2.3{87890dc1d933c52ccc13a444df81fd446339ba2106dac001aae390a0afd706af} in February.

The decline in bank lending largely reflects the sluggish economic conditions in the country, Rizal Commercial Banking Corp. Chief Economist Michael L. Ricafort said in a note.

Leaders of 23 countries back pandemic treaty idea for future emergencies

GENEVA/BRUSSELS — Leaders of 23 countries and the World Health Organization (WHO) on Tuesday backed drawing up an international treaty that would help deal with future health emergencies like the coronavirus pandemic by tightening rules on sharing information.

The idea of such a treaty, also aimed at ensuring universal and equitable access to vaccines, medicines, and diagnostics for pandemics, was floated by the chairman of European Union leaders, Charles Michel, last November.

WHO Director-General Tedros Adhanom Ghebreyesus has endorsed the proposal, but formal negotiations have not begun, diplomats say.

Mr. Tedros told a news conference on Tuesday that a treaty would tackle gaps exposed by the coronavirus disease 2019 (COVID-19) pandemic. A draft resolution on negotiations could be presented to the WHO’s 194 member states at their annual meeting in May, he said.

Singer Claire Dela Fuente, 62

Singer Claire Dela Fuente passed away this morning, March 30, due to cardiac arrest. 

The singer’s son, Gregorio “Gigo” De Guzman, confirmed her death in a video interview with ABS-CBN entertainment reporter MJ Felipe who posted the video on his Twitter page. 

Mr. De Guzman said that his mother  (whose legal name was Clarita Crisostomo Dela Fuente-De Guzman) was diagnosed COVID-19 positive last week. Based on their doctor’s report, Mr. De Guzman said that “She died from cardiac arrest that was believed to be … cause[ed by] her stress and anxiety.” He added that his mother had suffered from anxiety, hypertension, and diabetes. 

Born on Dec. 28, 1958, her talent was first publicly noticed when at age 15 she won the very first singing contest she joined, singing The Carpenters’ song “Love Me for What I Am.”
